GB 47372-2026: China’s new power bank safety standard and the CCC rules that come with it

China’s first mandatory standard written specifically for power banks applies from 1 April 2027, and the CCC rules have already been rewritten around it. What GB 47372-2026 adds — nail penetration, a lithium-plating check after cycling, a locking second protection layer, data logging and a unique ID — which products are in scope, including portable power stations, and how existing certificates must be converted.

  • 01GB 47372-2026, Safety technical specification for power banks, was released on 3 April 2026 and becomes mandatory on 1 April 2027 after a 12-month transition.
  • 02New requirements include a cell nail-penetration test, a lithium-plating check after 300 charge–discharge cycles, a 1.3× charge-limit-voltage overcharge test and an extra protection layer that locks the unit after overcharge.
  • 03Power banks must log key safety data such as voltage and temperature, carry a unique identification code and state a recommended safe service life.
  • 04CNCA Announcement No. 7 of 2026 makes GB 47372 a CCC standard and issues new rules, CNCA-C09-02:2026; either the 2025 or the 2026 rules may be used until 31 March 2027.
  • 05Certificates issued under the old rules must add the new tests and be converted before 1 April 2027; according to industry summaries of the catalogue, portable power stations up to 18 kg are covered too.

A dedicated standard for power banks

Until now, power banks in China were assessed against general standards: GB 4943.1 for audio, video and IT equipment and GB 31241 for lithium-ion cells and batteries in portable electronics. GB 47372-2026, Safety technical specification for power banks, is the first mandatory national standard written specifically for them.

According to Xinhua, the standard was released on 3 April 2026 and takes effect on 1 April 2027. The 12-month transition gives manufacturers time to redesign products and production lines; during it, companies may apply either the new standard or the existing ones.

What is new

The official summaries from Xinhua and the Guangzhou market regulator list these changes:

AreaNew requirement
Abuse resistanceBetter protection under high temperature, overcharge and crush
Overcharge testTest voltage raised to 1.3 times the charge-limit voltage
AgeingLithium-plating check after 300 charge–discharge cycles, to limit internal short circuits in older units
Cell safetyNew nail-penetration test on the cell
Protection circuitAn additional protection layer that locks the power bank after overcharge, so it can no longer charge or discharge
DataVoltage, temperature and other key safety parameters monitored, stored and readable, including abnormal events
IdentificationA unique code on each power bank, through which the battery brand and other core data can be looked up
Service lifeRecommended safe service life marked on the product
ProductionControls on raw materials and the production process

Industry interpretations quote detailed test conditions for the nail, crush and thermal tests. They do not all agree, so work from the published text of the standard.

The CCC side: CNCA Announcement No. 7 of 2026

Power banks were brought into compulsory certification in 2025 under trial implementation rules CNCA-C09-02:2025. With Announcement No. 7 of 2026 (dated 25 May, published 31 May), CNCA:

  • added GB 47372-2026 as a CCC standard for power banks and for lithium-ion cells and batteries used in power banks;
  • issued revised rules, CNCA-C09-02:2026, Implementation rules for compulsory product certification — power banks, lithium-ion cells and batteries (trial);
  • allowed certification bodies to use either the 2025 or the 2026 rules, at the applicant’s choice, until 31 March 2027;
  • required all CCC certification to follow the 2026 rules from 1 April 2027.

Certificates already issued under the 2025 rules for power banks and their batteries must add the missing tests and inspections and be converted before 1 April 2027. Lithium-ion batteries for other portable electronic products can move over naturally, through product changes or renewal at expiry.

Which products are covered

The product descriptions sit in the annex to the announcement. Industry summaries of that annex give this split:

  • Power banks (0914) — portable power supplies made of lithium-ion cells or batteries, circuitry and an enclosure, with DC and/or AC output, weighing up to 18 kg and with a total rated capacity above 600 mAh. This includes ordinary power banks and portable or camping power stations. Standards: GB 4943.1, GB 31241 and GB 47372.
  • Lithium-ion cells and batteries for portable electronics (0915) — GB 31241, unchanged.
  • Lithium-ion cells and batteries for power banks (0916) — GB 31241 and GB 47372.

Check the annex itself for borderline products, especially larger portable power stations.

What manufacturers should do now

  1. Classify each model — power bank or portable power station within the 18 kg limit, and which cells it uses.
  2. Run a gap test early. Nail penetration, cycling to 300 cycles with a lithium-plating check and the overcharge test take time; cycling alone takes weeks.
  3. Review the protection design. A second, latching protection layer and data logging may need hardware and firmware changes.
  4. Plan the label and ID system — the unique code, the service-life marking and the CCC mark have to be on the product.
  5. Align the cell supplier. Cells for power banks need their own CCC certificate to GB 31241 and GB 47372; the converted cell certificate is often the critical path.
  6. Book conversion before the queue. Every power bank certificate must be converted before 1 April 2027.

For exporters, a GB 47372 test programme can be planned together with IEC 62368-1 and IEC 62133-2 for CE and the CB Scheme, and with UN 38.3 for transport, so that one set of samples covers several markets.

FAQ

When does GB 47372-2026 become mandatory?

On 1 April 2027. From the release on 3 April 2026 there is a 12-month transition in which manufacturers may apply either the new standard or the existing ones.

Do existing CCC certificates for power banks stay valid?

Certificates issued under CNCA-C09-02:2025 for power banks and their batteries must add the new tests and inspections and be converted before 1 April 2027. Batteries for other portable electronics can transition at product change or renewal.

Are portable power stations covered?

According to industry summaries of the CCC catalogue annex, portable and camping power stations up to 18 kg with more than 600 mAh total capacity fall under the power bank category and are tested to GB 4943.1, GB 31241 and GB 47372. Confirm borderline products against the annex.
