Singapore moves from TR 25 to SS 722: what EV charger suppliers need to do
Singapore’s EV charging reference TR 25 became the national standard SS 722 on 1 April 2026. Type approval still accepts TR 25:2022 reports during a two-and-a-half-year transition.

- 01TR 25:2022 was elevated to Singapore Standard SS 722 from 1 April 2026.
- 02A transition of two and a half years applies before SS 722 is mandatory for new chargers.
- 03LTA type approval accepts TR 25:2022 and TR 25:2022+A1:2025 test reports; TR 25:2016 reports are not accepted.
- 04Chargers supplied in Singapore are regulated under the Electric Vehicles Charging Act 2022.
- 05SS 722 adds a part on battery swapping and mobile charging.
From technical reference to national standard
Technical Reference 25 (TR 25) has set safety requirements for EV charging systems in Singapore since 2010. Its 2022 revision extended the scope to higher-power charging, battery swapping for electric motorcycles and periodic inspections. Amendment 1 followed in March 2025.
On 1 April 2026, the Land Transport Authority (LTA) and Enterprise Singapore elevated TR 25:2022 to a full Singapore Standard, SS 722. A transition period of two and a half years applies before compliance with SS 722 becomes mandatory for new chargers.
What stays the same for now
| Item | Status |
|---|---|
| Legal basis | Electric Vehicles Charging Act 2022 and its regulations |
| Accepted for LTA type approval | TR 25:2022 and TR 25:2022+A1:2025 |
| Not accepted | Test reports based on TR 25:2016 |
| SS 722 | In force from 1 April 2026, mandatory for new chargers after the transition |
Under the Act, EV chargers supplied in Singapore must be type-approved and registered before installation, and installed chargers are subject to inspection.
How SS 722 is organised
SS 722 keeps the structure of TR 25 and is published in parts. Part 1 covers electrical safety and general requirements, and further parts cover AC, wireless and DC charging. A new part addresses battery swapping and mobile charging systems, which TR 25:2022 only covered for electric motorcycles.
What suppliers should do
- Products already approved on TR 25:2022 remain valid; plan the SS 722 update within the transition period.
- New products can still be tested to TR 25:2022+A1:2025 now, but designing to SS 722 avoids a second round of testing later.
- Check the gap between your IEC 61851 / IEC 62196 test data and the Singapore-specific clauses; much of the IEC data can be reused.
- Keep documentation ready for LTA registration and for the periodic inspections of installed chargers.

FAQ
Do chargers approved under TR 25:2022 need retesting immediately?
No. TR 25:2022 approvals remain valid. SS 722 becomes mandatory for new chargers after the two-and-a-half-year transition.
Are TR 25:2016 test reports still useful?
Not for LTA type approval. LTA only accepts reports based on TR 25:2022 or TR 25:2022+A1:2025.
Can IEC 61851 test data be reused?
Largely. TR 25 and SS 722 build on IEC standards and add Singapore-specific requirements, so a gap test is usually enough.
