Exporting EV chargers to Korea: how KC certification works
EV chargers sold in Korea need KC safety and KC EMC conformity. Chargers up to 200 kVA are Safety Confirmation products, and testing can be witnessed by KTL in China.

- 01KC is Korea’s mandatory conformity mark for electrical products.
- 02Electrical safety falls under KATS; EMC conformity under the radio-wave regime (RRA).
- 03EV chargers up to 200 kVA are Safety Confirmation products: designated-lab testing and a declaration, without a factory inspection.
- 04An amendment to extend the scope to 500 kVA was pre-announced in December 2025; check whether it is in force.
- 05KTL witness testing lets the tests run in China.
Two KC tracks for one charger
An EV charger touches two Korean regulatory tracks. Electrical safety is regulated under the Electrical Appliances and Consumer Products Safety Control Act, administered by KATS. Electromagnetic compatibility is handled under the radio-wave regime overseen by the National Radio Research Agency. Both lead to the KC mark.
| Track | Authority | What is assessed |
|---|---|---|
| Electrical safety | KATS and designated bodies | Construction, insulation, protection, temperature rise |
| EMC | National Radio Research Agency | Emissions and immunity |
Which safety tier applies
Korean electrical safety has three tiers:
| Tier | Procedure |
|---|---|
| Safety Certification | Product testing + factory inspection, then follow-up surveillance |
| Safety Confirmation | Product testing by a designated laboratory, then a declaration |
| Supplier's Declaration of Conformity | Manufacturer's own declaration |
EV chargers with a rated output up to 200 kVA are Safety Confirmation products. They need testing by a designated laboratory and a declaration, but no factory inspection. The applicable standards are the KC 61851 series.
In December 2025 the ministry pre-announced an amendment to extend the Safety Confirmation scope for EV chargers from 200 kVA to 500 kVA, bringing ultra-fast chargers into the KC system. Check the current enforcement rules before classifying a charger above 200 kVA.
Why witness testing matters
KTL is a designated Korean testing and certification body. Under a witness arrangement, KTL supervises tests at an authorised laboratory outside Korea. For a manufacturer in China this means:
- no shipping of high-power samples to Korea,
- shorter loops when a test fails and the design changes,
- one engineering team on site during testing.
Our laboratory network includes a KTL-authorised witness laboratory in China for EV chargers.
Typical sequence
- Confirm the safety tier and the applicable KC standards.
- Prepare technical documents, circuit diagrams and the critical-components list.
- Run safety and EMC tests, witnessed by KTL where applicable.
- File the Safety Confirmation declaration and the EMC conformity registration.
- Apply the KC mark.
- Keep the product consistent with the tested sample; design changes may need retesting.
Documents to prepare early
- Product specification and rating plate
- Circuit and wiring diagrams
- Critical-components list with certificates
- User manual in Korean
FAQ
Do EV charger samples have to go to Korea for KC?
Not when testing is witnessed by KTL at an authorised laboratory abroad. The tests run in China under KTL supervision.
Is EMC part of KC?
Yes. EMC conformity is a separate KC track under the radio-wave regime, alongside electrical safety.
Is there a factory inspection?
Not for EV chargers up to 200 kVA, which are Safety Confirmation products. Products classified under Safety Certification need a factory inspection and follow-up surveillance.
